Napak RDC commends Shs 11 Billion IDB Fund for Karamoja Development, Urges Youth to Re-Elect President Museveni.
NAPAK, UGANDA – November 16, 2025 – During a school leadership handover ceremony at Moroto Technical Institute in Napak District, Resident District Commissioner (RDC) Milton Odongo lauded President Yoweri Kaguta Museveni for securing a Shs 11 billion (approximately $2.9 million USD) funding from the Islamic Development Bank (IDB), which has facilitated significant infrastructure development in Karamoja, including mineral testing facilities. He also urged the youth present to vote for the NRM and President Museveni in the upcoming January 15, 2026, general election.
Speaking as the chief guest at the ceremony, RDC Odongo highlighted the transformative impact of the IDB funding, noting its role in constructing numerous buildings across the Karamoja region. “I want to thank H.E. the President for the Shs 11 Billion Funding from the Islamic Development Bank that has constructed many buildings, including facilities for testing minerals in Karamoja,” Odongo stated.
Beyond development, the RDC used the platform to rally political support. He called upon the youth present and across the district to cast their votes for the National Resistance Movement (NRM) party and President Museveni in the general elections scheduled for January 15, 2026. Odongo further commended the President for what he described as “well-delivered wealth creation messages” during Museveni’s recent campaign rally in Napak.
The ceremony itself took place at Moroto Technical Institute, an institution with deep roots in the region’s development efforts. The institute was an initiative spearheaded by First Lady Mama Janet Kataha Museveni in 2010, during her tenure as Minister for Karamoja Affairs, when Napak was still part of Moroto District.
Established in 2011, the institute owes its foundational land – over 20 hectares – to the generous donation of community elders from Nawaikorot, Ngoleriet subcounty in Napak District. This land was offered as “a token of appreciation to the government of President Yoweri Kaguta Museveni for transforming the communities and bringing technical and vocational skills training closer to benefit the region and neighbouring districts,” according to the institute’s records.
Since its inception, Moroto Technical Institute has played a crucial role in empowering local youth, offering a range of technical and vocational courses designed to address regional needs and foster economic self-sufficiency.
The leadership handover ceremony underscores the ongoing commitment to nurturing future leaders and developing critical skills within Karamoja, a region increasingly benefiting from government-led development initiatives and international partnerships.
