PADER, Uganda – Mayor Kilama Fearless Wod Acholi has unveiled a transformative five-year Development Plan (2026-2031), anchored by the ambitious “URBAN ECO” manifesto designed to fundamentally reshape the region’s relationship with its natural environment while pursuing higher administrative status.

The centerpiece of the plan is a dual focus on administrative elevation and ecological enhancement: advocating for Pader’s designation as a municipality and establishing a network of four large-scale ecological parks aimed at climate mitigation and community wellness.
“This plan is not just about building roads and structures; it is about building resilience and preserving the soul of Acholi,” Mayor Kilama stated during the manifesto launch. “We are looking five years ahead, ensuring that development is balanced by conservation. Our move toward municipal status must be complemented by the preservation of our natural heritage.”

The Push for Pader Municipality Status.
A significant immediate goal of the 2026-2031 manifesto plan is the elevation of Pader town council to a full municipality status. Kilama argues that this change is crucial for improved resource management, increased fiscal autonomy, and better coordination of rapidly expanding urban services required to support sustainable growth.
“Achieving municipality status will unlock greater resources needed to manage our population growth and implement sustainable living initiatives, putting us on the map as a center for green urbanism in Northern Uganda,” a spokesperson for the Mayor’s office noted.
Four Pillars of the URBAN ECO Initiative.
The most innovative element of the manifesto is the proposal for the creation of four distinct ecological parks, designated as vital “ecological sanctuaries” within the urban planning framework.
The proposed Eco Parks and their targeted locations include:
Agole Eco Park (Oloki Lee)
Tee Apil
Lutyek
Kilak Dognam-East.
These parks are set to be integrated into the metropolitan layout, serving multiple functions ranging from environmental conservation to public education and community recreation.
Mitigating the Urban Heat Island Effect.
According to the vibrant manifesto of Kilama EOD Acholi, the primary environmental justification for this massive investment is climate mitigation. Eco parks serve as critical green infrastructure designed to counteract the “urban heat island effect”—the phenomenon where densely built areas become significantly warmer than surrounding rural areas due to limited vegetation and heat-absorbing materials.
“By establishing these green spaces, we aim to lower ambient temperatures in nearby neighborhoods, improve air and water quality by absorbing rainwater runoff, and sequester carbon dioxide,” the manifesto reads.
Environmental experts supporting the Mayor’s plan highlighted that these designated areas are not merely recreational fields but essential tools for habitat preservation and biodiversity promotion.
“Eco parks protect natural habitats, acting as sanctuaries for native plants and animals. They improve air quality and help replenish freshwater aquifers,” the accompanying policy document explains. “This ensures that as Pader urbanizes, the very resources that sustain life—clean air, water, and rich biodiversity—are protected.”
Community and Economic Benefits.
Beyond the core environmental benefits, the mayor’s vision is emphasizing the social and economic returns of the URBAN ECO. plan.
The parks will be developed as educational centers, promoting environmental conservation and sustainable practices among residents and local businesses. Crucially, they offer accessible green spaces for recreation and wellness, including hiking, bird watching, and picnicking, which are proven to boost physical and mental health.
“These spaces transform our town into a place that balances nature and modern living,” Mayor Kilama concluded, calling on the community and regional partners to embrace the ambitious vision. “This five-year plan for 2026-2031 is our commitment to a sustainable, resilient, and fearless future for Acholi.”
