Kisenyi LC1 chairperson Ameko arrested on minister’s orders over Kamwokya land

KAMPALA — The LC1 chairperson of Kisenyi II Zone in Kamwokya, Kampala Central Division, Mr Ameko Odongkara Robert, has been arrested on the orders of the State Minister for Housing and Urban Development, Ms Persis Namuganza.
Mr Ameko is accused of inciting violence, telling lies and plotting to murder a landlord.
He was arrested by the Uganda Police Land Protection Unit at the Ministry of Lands headquarters during a meeting convened by the minister, following a complaint by Mr David Kakwezire, a landlord who owns land on Block 29, Plot 1580 and 1581 in Kamwokya, Kampala Central Division, and Kifumbira Zone, Mulago III Parish in Kawempe Division.
More than 10 years ago, Mr Kakwezire bought land in Kamwokya and Kifumbira and entered into an agreement with the sitting occupants to buy them alternative titled land.
The occupants formed a company named Kamwokya Bataka Development Company Ltd and elected Mr Samuel Mpimbaza Hashaka as chairperson, Mr Israel Musazi as secretary, Ms Teddy Nabwami as treasurer and Mr Henry Sempiri as a director, among others.

Under the agreement, Mr Kakwezire bought mailo land for them in Mpigi District and processed 27 mailo titles in their names. He also paid each occupant Shs2 million as disturbance allowance to facilitate their relocation to Mpigi.
The occupants accepted the offer. Some of them, led by Mr Nestori Mukandala, relocated to Mpigi after receiving their titles and constructed permanent houses.
However, Mr Ameko, the Kisenyi II chairperson, allegedly incited the remaining occupants not to vacate Mr Kakwezire’s land, claiming the titles he had given them were fake.
It is further alleged that Mr Ameko, who was among those who received money from Mr Kakwezire, organised thugs to murder the landlord.
Since 2014, Mr Ameko is said to have continued inciting the occupants not to leave the land even after receiving both money and titles.
During the meeting, Minister Namuganza expressed disappointment over Mr Ameko’s conduct and ordered his arrest.
Mr Kakwezire told the minister that he has lost a lot of money and has failed to develop his land in Kamwokya due to Mr Ameko’s actions.
