Odonga Otto Calls for UPDF Deployment in CAR to Rescue Captives, Outlines Ambitious Manifesto in Pader.

PADER, UGANDA – December 7, 2025 – As the political campaign season heats up in Pader district, independent parliamentary candidate Dr. Samuel Odonga Otto has emerged with five (5) bold agenda, calling for the Ugandan government to deploy the Uganda People’s Defence Forces (UPDF) into the Central African Republic (CAR) to rescue over 11,000 LRA captives who are still with Joseph Kony up to now. The former Aruu County MP made this impassioned plea during an interactive campaign rally in Puranga Sub-County, Pader district where he also detailed a multi-pronged manifesto aimed at local development and national issues.
During his campaign rally in Odum parish, Puranga Sub County, Dr. Otto outlined five key points of his manifesto. Among these, he proposed a significant increase in the Parish Development Model (PDM) funding, advocating for Sh100 million per village instead of the current allocation per parish. He also pledged to champion land amendment reforms and secure Sh37 trillion in compensation for Acholi animals.
The campaign rally, described by organizers as a positive and unprecedented gathering in Odum parish, saw enthusiastic support from local leaders and constituents. Acayi Sam, LC1 Chairman of Te obwolo village, expressed his belief that Dr. Otto was “sent by God to liberate Puranga Sub-County from bad roads, and initiating new programs like cattle compensation.” Omara Thomas, chairperson of the organizing committee for Dr. Otto’s campaigns in Puranga, echoed this sentiment, highlighting the unique nature of the political gathering. Olweny Michael, chairperson of the task force for MP Odonga Otto in Puranga Sub-County, declared that all preparations are in place for Dr. Otto’s victory in the upcoming elections.
Beyond his local appeal, Dr. Otto addressed national and international concerns. His call for UPDF intervention in the CAR comes amidst ongoing reports of LRA activity and captive situations in the war-torn region. He urged the central government to take decisive action to secure the release of the estimated 11,000 individuals still held captive.
Furthermore, Dr. Otto called for the cancellation of the “ongoing unique curfew” he claims is being enforced in Pader town and surrounding areas. He also leveled accusations against Rtd. Col. Fearless Obwoya, describing him as a leader who “do not mind about the electorate.”
The campaign also saw endorsements from other political figures. Kilak South MP Hon. Gilbert Olanya cautioned against electing politicians in Pader district who do not prioritize peaceful coexistence between the Acholi and Lango tribes. He emphasized the historical harmony in areas like Odum and Puranga sub-counties, warning against any attempts to create tribal divisions.
Local leaders, including Owera Alex and Edwin Odur Luru, rallied the people of Pader to vote for Dr. Odonga Otto Samuel on January 15, 2026. Pader Town Council Mayor, commonly known as Kilama Wod Acholi, credited Dr. Otto with the creation of the Aruu North constituency and his consistent advocacy for marginalized communities, including the “Balalo must go” campaign and efforts against illegal charcoal burning.
Dr. Otto concluded by promising to address corruption within the Pader district civil service as one of the key agenda item. The active campaigning and strong local backing suggest a vigorous electoral contest in Pader district with Dr.Odonga Otto hopefully winning the January 15,2026 general election as Aruu County MP.
