Bizarre Turn in Agago: SACCO Chairman ‘Vomits Heifer’ to Settle Stolen PDM Funds.

AGAGO, UGANDA – December 8, 2025: Parish Development Model (PDM) Sacco chairman in Lira Kato sub-county, Agago District, has become the center of a sensational story after allegedly vomiting an in-calf heifer as restitution for funds he is accused of embezzling from an elderly beneficiary.
According to the Bostify John Oweka the ARDC of Agago District, the incident occurred on Monday, bringing a dramatic end to a case of corruption that has plagued the Biwang PDM SACCO.
The accused, Mr. Olanya Charles, allegedly misappropriated 1,000,000 Ugandan Shillings from 85-year-old Naptali Omara earlier this year. The bizarre repayment, described as “vomiting an in-calf heifer,” reportedly took place exactly 40 days after the initial act of corruption, a period that holds significant spiritual connotations in some local traditions.
“The persistent abuse of PDM policies and funds by the Biwang PDM Sacco chairman, Mr. Olanya Charles, has been a thorn in the side of our community,” Oweka stated. “His 40 days ended today, and he has been forced to face the consequences of his actions against Mzee Naptali Omara.”
The alleged event has sent shockwaves through the community, serving as a powerful, if strange, cautionary tale. The PDM is a key government poverty alleviation program, and the diversion of its funds is seen as a direct attack on the most vulnerable citizens.
In addition to the heifer incident, Bostify revealed he has taken further administrative action against Olanya following other complaints. “I have directed him to hand over his office to the CDO of Lira Kato sub-county, Madam Berna Ongom, as he prepares to refund another 300,000 UGX to Christine Aciro, money which he corrupted just a few weeks ago,” he said.
ARDC Bostify issued a stern warning to other Sacco leaders in the region. “I strongly caution all sacco leaders to desist from this evil act of stealing from the poor. The law will catch up with them, one way or another,” he emphasized.
He concluded his statement with a political message, reminding residents of their civic duty ahead of the upcoming elections on January 15, 2026, urging them to vote for President Yoweri Kaguta Museveni (YKM) and the Woman MP Hon. Minister, Beatrice Akori.
Meanwhile, the story has rapidly gone viral across the sub-county. It is being discussed in public gatherings and on local radio as a powerful symbol of the consequences of corruption. the incident has placed a renewed spotlight on the oversight of the PDM funds and the accountability of local leaders tasked with managing them. For now, Mr. Olanya Charles’s tenure as Sacco chairman appears to be over, leaving behind a legacy that is as bewildering as it is cautionary.
