Obangkwon Mark arrested in Oyam  over Alleged corruption, Obtaining Money by false Pretence and Impersonatig Deputy CAO.

OYAM, UGANDA- March 31, 2026:
The Territorial Police in Oyam District have launched investigations into allegations of corruption and obtaining money by false pretence against Obangkwon Mark, a 55-year-old Senior Assistant Secretary in the Office of the Chief Administrative Officer (CAO) of Oyam District and a resident of Agoa Cell, Eastern Ward, Oyam Town Council.
According to North Kyoga Police PRO SP Jimmy Patrick Okema, the case was reported after the Chief Administrative Officer of Oyam District alerted the District Internal Security Officer (DISO) regarding the incident.
Preliminary findings indicate that Oyam District Local Government had advertised job vacancies under reference DSC/OYM/10/26. One applicant, Otyang Ronald, had applied for the position of Education Assistant II and was awaiting vetting and appointment by the District Service Commission.
On March 17, 2026, Ogwal Dick, a brother to the applicant, visited the Human Resource Office at Oyam District Headquarters to follow up on gratuity for their late father, Ogwang Joe Base. During his visit, he encountered the suspect, Obangkwon Mark, who allegedly introduced himself as the Deputy CAO of Oyam District and claimed he could influence the recruitment process in favor of Otyang Ronald in exchange for money.
The suspect and Ogwal Dick exchanged contacts, which were later shared with the victim. On March 19, 2026, the victim contacted the suspect, who instructed him to meet at his residence in Oyam Upper Centre with UGX 50,000, which was delivered on March 20, 2026.
The suspect subsequently demanded an additional UGX 2,000,000, but upon the victim’s inability to raise the amount, he was asked to first pay UGX 700,000. In an attempt to meet the demand, the victim mortgaged his land to Sarah Awele on March 25, 2026, obtaining UGX 600,000.
The victim later went to Oyam District Headquarters intending to deliver the money. However, upon seeking the office of the CAO, he met Mr. Kitutu Fredrick Herbert, the CAO of Oyam District, who clarified that Obangkwon Mark was not the Deputy CAO as claimed and was falsely masquerading as one.
The CAO immediately notified the DISO and police. On March 27, 2026, the suspect was arrested red-handed while receiving UGX 480,000 from the victim. He was subsequently detained at Oyam Central Police Station.
A case file has been opened at Oyam CPS, and investigations are ongoing. The crime scene was visited, processed, and documented by Scene of Crime Officers (SOCO) in coordination with other security agencies. Statements have been recorded from the victim and relevant witnesses, and the recovered exhibit of UGX 480,000 has been properly documented.
The suspect remains in custody as the case file is being prepared for submission to the Resident State Attorney (RSA) for legal guidance.
The Police strongly condemn acts of corruption and impersonation of public offices. Members of the public are urged to remain vigilant and report such incidents promptly to law enforcement authorities. The public is also advised to refrain from offering money in exchange for services that should be free and merit-based.
