Nwoya CAO, Nantume in Hot Soup, Remanded To Luzira Over Shs20m Illegal Animal Market Scandal

KAMPALA – The Chief Administrative Officer (CAO) of Nwoya District, Janephar Nantume Egunyu, has been remanded to Luzira Maximum Security Prison by the Anti-Corruption Court following allegations of abuse of office and theft.
Ms. Nantume appeared before Chief Magistrate Peter Fred Lochomin on Tuesday, April 28, 2026, where she was charged alongside Fred Kalisa, a local farmer from Lungulu Sub-county. Both suspects were ordered to remain on remand until May 4, 2026, as the Inspectorate of Government (IG) continues its investigations. I
The Charges
According to the Inspectorate of Government, the charges stem from a series of irregular actions between January 2023 and December 2024:

  • Abuse of Office: Ms. Nantume is accused of flouting established government procedures to authorize the operation of an illegal animal market in Gotokwara Village, Lungulu Sub-county.
  • Theft of Public Funds: Along with Fred Kalisa and a third suspect, Ronald Wanda (a businessman from Buikwe), she is alleged to have presided over the siphoning of Shs20,655,000 in district revenue generated from the unauthorized market.

The Arrest
The duo’s arrest on Monday at the Nwoya District headquarters was the culmination of an intense probe by the IGG into local government accountability. Farouk Kayondo, the Deputy Spokesperson for the Inspectorate of Government, confirmed that the suspects’ actions directly undermined the financial interests of Nwoya District Local Government.

If convicted, the offence of abuse of office carries a maximum seven-year jail term, while theft attracts up to three years’ imprisonment under the Anti-Corruption Act and Penal Code Act.
