ALEBTONG — The Resident District Commissioner (RDC) of Alebtong District, Geoffrey Okiswa, has extended a profound congratulatory message to Hon. Minister Milly Babirye Babalanda following her successful re-appointment as the Minister for the Presidency in the newly unveiled 2026–2031 Cabinet.
In his address released on Eid al-Adha, Wednesday, May 27, 2026, Okiswa noted that Babalanda’s retainment at the presidency is a direct validation of her absolute loyalty, administrative discipline, and hardwork plus excellent service to the appointing authority and the citizens of Uganda.

“Your retainment as Minister for the Presidency underscores your unwavering commitment, loyalty, and vibrant support for the appointing authority,” RDC Okiswa stated. “It is through this re-appointment that more doors of blessings have continued to open for me and my fellow colleagues.”
Okiswa, who handles the critical district security and monitoring portfolio in the Lango sub-region under the Office of the President, expressed immense personal gratitude to both Minister Babalanda and H.E. President Yoweri Kaguta Museveni for elevating his own career within the Resident District Commissioner structures.
“In a special way, I would also like to thank you and H.E. the President for making me become who I am today,” Okiswa added. “I thank you so much for the confidence, hope, and trust bestowed upon me with this new appointment.”
Joining the War Against Corruption:
Seizing the momentum of the dramatic State House Entebbe executive shakeup—which ruthlessly dropped long-serving cabinet mainstays like Matia Kasaija and Ruth Nankabirwa over service delivery inertia—the Alebtong RDC commended Babalanda for good service delivery and integrity.
Okiswa is a known NRM cardre and a real frontline fighter when it comes to fighting corruption fighting. Okiswa urged all fellow RDCs, RCCs and citizens to unite under the Ministry for the Presidency to dismantle public theft syndicates.
“Being one of the vocal and loud anti-corruption crusaders in Uganda, we must all unite and join hands to support President Museveni in fighting corruption, which is one of the biggest cancers stifling service delivery and developments in Uganda,” Okiswa declared.
Absolute Commitment to ‘Kisanja No Sleep’
The RDC concluded his message by praising the ruling National Resistance Movement (NRM) party framework and the Patriotic League of Uganda (PLU) structure steered by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba.

Okiswa promised that the Alebtong District leadership will work tirelessly without sleep to enforce the presidential wealth creation dockets, presidential directives ensuring that grassroots household transformation is fully achieved over the next five years.
