ARDC Bostify Oweka Orders Arrest and another probe into PDM Fraud in Agago district after discovering syndicate and coordinated corruption.

Agago, Uganda— The Assistant Resident District Commissioner of Agago, Mr. Oweka John Bostify, has ordered investigations into alleged irregularities in the Parish Development Model [PDM] program in Ngora Parish, Agago Town Council and some suspected sub-counties in Agago District.
Oweka led a community engagement on Wednesday, July 2, 2026, with Agago Town Council officials, Ngora Parish PDM leaders, and other PDM leaders from the greater Lukole area to address complaints on program implementation.

During the meeting, Oweka spearheaded efforts to establish facts behind complaints raised by community members on challenges during registration and money disbursement.
According to Oweka, residents cited Canogura David, the PDM Secretary for Ngora Parish, who was accused of allegedly benefiting from the PDM program multiple times. He was subsequently arrested to help in further investigations.

Residents also alleged that some individuals connived and received more than Shs 5 million each from the Ngora PDM pool. Others said they checked and found money had been obtained in their names through false pretence by SACCO leaders without their knowledge.
Calls for wider crackdown
Opira Davis Dickens of Agago West said the State House Anti-Corruption Unit should arrest anyone involved in procuring theft by trick, including some parish chiefs and SACCO leaders in Agago District. He cited misuse of people’s IDs, NINs, and mobile money PINs.
Richard of Ngora called for all illegal beneficiaries to be arrested and remanded at Lugore rather than in Agago District.
Otto Nelson of Ngora commended Oweka’s intervention, saying it was restoring confidence in PDM implementation in Agago District.
PDM is a government program aimed at moving households from subsistence to the money economy through parish-level enterprise financing. The PDM Secretariat has been urged to urgently investigate cases where beneficiaries reportedly received more than Shs 5 million each.
