Alebtong RDC Okiswa Geoffrey Tasks Parish Chiefs on PDM, Warns Against Absenteeism.

ALEBTONG – The Resident District Commissioner of Alebtong (RDC), Mr Okiswa Geoffrey, has urged parish chiefs and town agents to take full charge of their parishes as centres of socio-economic transformation.

Commissioner Okiswa was speaking during an interface meeting with parish chiefs and town agents convened by the Chief Administrative Officer (CAO) on Friday 4th, September, 2026. The meeting was also attended by the Alebtong Deputy RDC, Mr Lutwama Mathias, the District Internal Security Officer (DISO), Assistant RDCs and the LC5 chairperson.

Addressing the Parish chiefs, Mr Geoffrey said parishes remain the pivotal base for transformation, now anchored by the Parish Development Model (PDM) and other livelihood programmes.

He tasked them to:

1. Take charge of their respective parishes and drive socio-economic transformation;

2. Invoke professionalism and do the right things rightly, for the right people, at the right time, right away;

3. Be resident in their parishes, noting that absenteeism is also corruption; and

4. Meticulously say no to corruption, in line with the NRM’s zero-tolerance policy on corruption and President Museveni’s directive against sleep, corruption and laziness.

Mr Okiswa urged the parish chiefs to mind their character and to read and understand the six pillars of good character, saying character counts in public service.

He commended the LC5 chairperson and the CAO for promoting a systemic approach to service delivery where security, political and technical staff communicate, coordinate and cooperate, rather than working in a disjointed manner.

He directed the chiefs to plan, organise and invite his office for parish barazas in their respective parishes to engage citizens on government programmes and accountability.
