Soroti RDC Hajj Muluga Commends Maj. Gen. Ddamulira for Multi-Agency Drive Against Graft in Govt Programmes.

SOROTI – The Resident District Commissioner of Soroti, Hajj Imran Muluga, has commended the Head of Crime Intelligence in the Uganda Police Force, Maj. Gen. Chris Ddamulira, for championing a multi-agency approach in the fight against corruption in government programmes in Teso and Karamoja.
Hajj Muluga made the remarks on September 4, 2026, at the Soroti District Headquarters after a high-level meeting convened by Maj. Gen. Ddamulira and a team of commissioners assigned by the President to fight corruption and extortion in the Parish Development Model (PDM), Cattle Restocking and Emyooga programmes.

The meeting brought together Resident District Commissioners (RDCs), district chairpersons, Regional Police Commanders (RPCs), Regional Internal Security Officers (RISOs) and selected police officers in charge of intelligence from Teso and Karamoja sub-regions.
According to Hajj Muluga, the engagement was fruitful, with leaders reviewing performance indicators in their respective districts and identifying gaps in implementation.
The meeting was also graced by a High Court Judge and officials from the Office of the Director of Public Prosecutions (DPP).
Hajj Muluga said the meeting generated key recommendations and best practices that will help stamp out corruption in the signature programmes designed to socially and economically transform wananchi.

He noted that it was further resolved that a concerted effort involving the Police, intelligence organs, RDCs, the Judiciary and prosecutors will close all loopholes exploited by fraudsters frustrating government programmes in the two sub-regions.
The Soroti RDC expressed optimism that the joint approach championed by Maj. Gen. Ddamulira will curb corruption and improve service delivery to the people.
