Teacher interdicted in Koboko as RDC Mpimbaza tightens grip on PDM abuse.

KOBOKO – The Chief Administrative Officer (CAO) Koboko, Mr Ogwang Nicholas, has interdicted a primary school teacher for illegally receiving money under the Parish Development Model (PDM).
In a letter dated September 16, 2026, the CAO informed Mr Munduni Peter Charles, an education assistant at Midrabe Primary School, that he had been interdicted with immediate effect for contravening PDM guidelines.
According to the letter, the action was taken in accordance with Section (F-s) Paragraph 17 of the Public Service Standing Orders, 2021, to pave way for further investigations.
Mr Munduni is said to have received Shs800,000 from Midia PDM SACCO, yet civil servants are barred from benefiting from the programme.
The interdiction follows a directive by the new RDC Koboko, Mr Samuel Mpimbaza Hashaka, who ordered the CAO to interdict all civil servants and well-off individuals who benefited from PDM in the district.
RDC Mpimbaza has warned all civil servants who benefited from PDM, Emyooga and other wealth creation programmes to refund the money or face arrest and interdiction.
Recently, a police officer was arrested on his orders after he allegedly received Shs2.62 million from a Koboko Municipality Emyooga SACCO. Some implicated civil servants have reportedly gone into hiding, while others have recorded statements at Koboko Central Police Station.
The RDC has also ordered the arrest and interdiction of several parish chiefs and PDM and Emyooga SACCO leaders over alleged embezzlement, and in a separate case, ordered the arrest of a UPDF soldier accused of illegally receiving and misusing PDM funds.
