OBONGI, UGANDA – October 31, 2025 – Liwa primary school headteacher in Obongi District is facing a dilemma in justice following the controversial release of a health worker who allegedly defiled and impregnated a Primary Seven (P7) candidate, jeopardizing the girl’s chances of sitting the upcoming national examinations ( PLE).
Adriko Goodwill, a Health Assistant operating in Liwa Parish, Gimara sub-county, Obongi District, was arrested by local residents and subsequently taken into police custody earlier this month after allegedly luring and defiling the P7 pupil of Liwa Primary School. However, community leaders and school officials are now demanding immediate re-arrest, stating the suspect was inexplicably released and is now on the run.
The victim (name withheld for ethical reasons) is scheduled to sit her Primary Leaving Examinations (PLE) starting November 3rd, an exam she is now highly likely to miss due to her condition and the trauma surrounding the case.
Community forced the arrest after alleged inaction escalated after the victim’s parents lodged several complaints without immediate action by some people in authorities. Tensions peaked when residents of Liwa North village arrested Goodwill themselves, handing him over to authorities.
Joyce Baako Primo, the Headteacher of Liwa Primary School, confirmed the suspect’s brief arrest and subsequent release, expressing frustration that her attempts to secure justice for the minor have been blocked.
“I wrote a letter detailing this grave issue, copied to the District Education Officer (DEO), the District Police Commander (DPC), and the Resident District Commissioner (RDC),” Ms. Primo told reporters. “Yet, examination is on the 3rd, and the young innocent girl is going to miss the examination.”
The Headteacher fears the suspect may have compromised the victim’s parents through illegal means, calling for higher intervention by people in authority.
“I call upon the Ministry of Education at national level and security organs at both district and regional levels to re-arrest the health worker since he is suspected to have compromised the parents of the girl,” Joyce added in a statement confirmed to TAYARI NEWS UGANDA.
Ms. Primo also confirmed that attempts to trace the girl and encourage her to sit the national examinations have so far failed following the situation on the ground.
Obongi RDC Hasaka Demands Swift Justice
The severity of the situation prompted intervention from the Obongi Resident District Commissioner (RDC), Samuel Mpimbaza Hashaka. After being alerted by the Headteacher of Liwa primary school , the RDC directed police to ensure Adriko Goodwill was arrested and justice prevailed.
RDC Hashaka publicly commended the community and the school headteacher for their proactive role in fighting sexual abuse, noting that defilement remains a major obstacle to education in the region.
“Defilement has unfortunately led to over 70% of pupils in Obongi dropping out before P7,” Hashaka stated, appealing to all residents to report every instance of defilement to ensure culprits are prosecuted.
Meanwhile, a parent who spoke on condition of anonymity warned that attempts are being made to conceal the case, promising to whistleblow or contact the Commissioner of the Ministry of Education and Sports to ensure no one stands in the way of justice.
Police silence on the matter has fueled the public outcry. The spokesperson for the Regional Police in West Nile was unavailable for comment, as repeated calls from our reporter went unanswered by press time.
It is now an assumption that the hunt for Adriko Goodwill continues as the affected pupil remains at risk of permanently losing her chance to complete her primary education by missing PLE examination.
