David Calvin Echodu, NRM Eastern Region Vice Chairman, has emerged as a key advocate for community-driven development in Teso, ensuring that local voices are at the center of government planning.
On the fifth day of President Yoweri Kaguta Museveni’s tour of the sub-region, Echodu coordinated engagements that allowed residents and district leaders to present their development priorities directly to the President.
Under Echodu’s leadership, Ngora District highlighted urgent needs, including the tarmacking of the Kumi–Ngora–Brooks Corner–Serere–Kagwara Road, upgrading Ngora Health Centre IV to hospital status, and establishing a government vocational training institute.
District Chairperson Mike Odongo also requested support for community schools to improve education standards and reduce costs for parents.
Residents urged for increased funding for the Parish Development Model (PDM), citing its role in household-level poverty reduction and enterprise growth.
Echodu emphasized that government programmes such as PDM and Emyooga only achieve their full impact when communities actively participate and take ownership of the initiatives.
He told residents that development begins at the household level, with citizens working alongside government support to transform livelihoods and improve living standards.
Responding to the proposals, President Museveni pledged to upgrade Opot and Atoot Health Centre IIs to Health Centre IIIs and to construct new facilities in Ngora Sub-county, Agirigiroi, and Morukakise.
He explained that these health upgrades will bring services closer to residents and improve access to care.
The President also noted that Teso’s peace and stability following years of insurgency provides a solid foundation for accelerated development.
Museveni added that the NRM’s 2026 manifesto builds on four decades of progress, focusing on consolidating gains in infrastructure, health, and education.
He stressed that linking government programmes to community priorities ensures that interventions meet real needs and empower households to drive their own development.
In neighbouring Kumi District, residents turned out in large numbers to welcome the President. Mobilizers credited Echodu for bridging government programmes with local realities, ensuring citizens clearly understand how to benefit from available initiatives.
Through his efforts, Echodu has positioned himself as a leading advocate for grassroots engagement in Teso, recognized for ensuring that community voices shape government action and that development programmes deliver tangible results for residents.
