Uganda Police Commissions New Health Center II in Oyam, Commits to Free Community Healthcare

OYAM, UGANDA – November 4, 2025 – The Uganda Police Force (UPF), through the Directorate of Police Health Services, officially commissioned a new Police Health Center II at the Oyam Police Barracks today, marking a significant step toward extending essential healthcare services to both police personnel and the surrounding civilian population.

The new facility, situated in the Nursing Quarter Cell, Teduka Ward, Oyam Town Council, was formally inaugurated by the Deputy Director of Uganda Police Health Services, Senior Commissioner of Police (SCP) Dr. Nuwamanya Emmanuel. He was joined by the Regional Police Commander (RPC) North Kyoga, Senior Superintendent of Police (SSP) Doka Rashid, and a host of local political and administrative leaders.

The commissioning ceremony was graced by key District officials, including the LC5 Chairperson Oyam District Local Government, Hon. Dilla Walter Benson, and the Deputy Chief Administrative Officer (CAO), Mr. Ojedra Joel.
In his address, SCP Dr. Nuwamanya Emmanuel heaped praise on RPC SSP Doka Rashid for his foresight and initiative in establishing and renovating the center. Dr. Nuwamanya highlighted that the project was funded using quarterly imprest funds—monies that, under normal circumstances, would have been returned to the treasury.

“This is an exemplary demonstration of commitment and fiscal responsibility,” Dr. Nuwamanya stated. He also acknowledged the critical support provided by the Oyam District leadership and political wing, which helped ensure the project’s successful completion.

Free Services and Zero Tolerance for Misuse was emphasised.
The Deputy Director outlined the critical mandate of Police Health Officers, which includes offering general primary healthcare, providing health education to officers and the community, conducting medical examinations for suspects in custody, and managing referrals for complicated cases.

Dr. Nuwamanya pledged that the Police management is committed to continually upgrading Police Health Centers to higher operational levels. He specifically promised to equip the Oyam Police Health Center II with additional medical supplies and necessary equipment.

Crucially, he assured the public that professional discipline is paramount. “All police health officers are disciplined professionals working under command. Cases of theft or misuse of government drugs will not be tolerated in any circumstance,” he cautioned.
The LC5 Chairperson and the Deputy CAO expressed profound gratitude to the Inspector General of Police and the Directorate of Police Health Services for bringing health services closer to the community.

Confirming the center’s broad accessibility, RPC North Kyoga, SSP Doka Rashid, assured district leaders and residents that the facility is open to both police personnel and all members of the community, who will access services free of charge.

The newly commissioned Police Health Center II is equipped to offer a range of essential services, including:

Management of minor illnesses.
Basic diagnostic and laboratory services.
Preventive and promotive health care services.
Referral pathways for patients requiring advanced medical attention.
The event concluded with a tour of the facility, allowing dignitaries to inspect the resources available for immediate service delivery.
