UGANDA TO CELEBRATE 28 YEARS OF UNIVERSAL PRIMARY EDUCATION-UPE.

KAMPALA, UGANDA – November 16, 2025 : On Sunday, 23rd November 2025, all roads will lead to Kololo Independence Grounds as Ugandans from all corners of the country gather to celebrate 28 years of the Universal Primary Education (UPE) Programme—a historic & transformative initiative that has shaped the destiny of millions of children and families across Uganda.The Guest of Honour will be His Excellency Yoweri Kaguta Museveni, the President of the Republic of Uganda, accompanied by the First Lady and Minister of Education and Sports, Maama Janet Kataha Museveni.
This event is not just a celebration, it is a thanksgiving ceremony, a national moment to pause, reflect & give gratitude for a visionary policy that has turned dreams into degrees, and hope into human capital.
For nearly three decades, UPE and later Universal Secondary Education (USE) have opened doors that were once closed to the children of peasant farmers, market vendors, fishermen, and all hardworking Ugandans who once could not afford school fees. Today, those same children are doctors, engineers, teachers, leaders, and innovators contributing to Uganda’s growth and development.
Indeed, whoever does good deserves to be appreciated while still alive. President Museveni’s visionary leadership “MUST” be recognized and celebrated for transforming education from a privilege of the few into a right for all. His unwavering belief that every Ugandan child, regardless of background deserves a chance to learn, this has changed the face and future of our nation.
Uganda now proudly stands as one of the most educated nations in Africa, with our people shining in boardrooms, offices and innovation spaces across the world. We are living testimony that education is the most powerful weapon for liberation, not only political liberation but also social and economic transformation.
As we celebrate these 28 glorious years, we call upon all Ugandans; young and old, teachers and parents, civil servants and private citizens, to turn up in big numbers at Kololo. Come and hear the touching testimonies of those whose lives were forever changed by free education. Come & say “Thank You” to the man whose foresight gave a future to generations.
