PADER, UGANDA—December 17, 2025: Residents of Pader district and East Acholi are demanding that Central Government extensively probe into the Pader District Leadership’s under the repeated road Accidents being experienced always under the unprofessional alleged action of Rtd.Col.Fearless Obwoya.

Concerned residents are calling on the Ugandan Central Government to intervene in a growing crisis surrounding the reckless driving habits of Rtd. Col. Fearless Obwoya Oyat, the Pader District Chairperson, following a recent accident involving his official vehicle and a police patrol car. This incident marks the fourth in a series of collisions linked to Obwoya’s personal operation of government-owned vehicles over the past years, sparking public outrage over accountability and misuse of public resources.

Accident at Polcani Corner Sparks Outcry.
On Tuesday, Obwoya’s vehicle (LCV), registration number UG 3400212, collided with a police patrol vehicle (UP 9769) at Polcani Corner, a sharp bend in Polcani Bunga Village, Agago District. According to witnesses, the police vehicle was traveling at a moderate speed when Obwoya’s car, driven by the district chairperson himself, approached at high speed, leading to the crash. No injuries were reported, but both vehicles sustained significant damage and were towed to Agago Central Police Station for inspection.

Obwoya claimed he attempted to avoid the collision after noticing the police vehicle approaching. “I braked, but the patrol car hit the left side of my vehicle,” he told reporters. However, residents at the scene disputed this, stating that Polcani Corner is a well-known danger zone and that Obwoya’s speeding was the primary cause.

History of Recklessness and Damage
The accident has reignited concerns over a pattern of misconduct. Over the past years, Obwoya has been implicated in three other incidents involving government vehicles:
A 2024 collision in Labongo Olung with a District Education department vehicle, allegedly driven by an untrained “askari” (guard), which was reportedly alleged to have been repaired at a tune of 28 million shillings.
Another crash in Awere sub- county involving a high-speed chase with a COVID-19 response vehicle.
The latest incident at Polcani Corner, marking the fourth such accident among others.
A Pader District Councilor, speaking anonymously, demanded a Central Government investigation. “Taxpayers’ money is being wasted repeatedly. An independent team must review Obwoya’s actions and the systemic issues in his office,” He said. Concerns were also raised about Obwoya’s military background and perceived intimidation of law enforcement, with one source noting, “Even police investigative officers fear him.”
The accident has sparked public anger over cost and accountability in Pader town and other areas in Pader district.
Community members are criticizing the lack of discipline in handling public assets. “These vehicles are meant to serve the people, not be used for personal recklessness,” said a local resident. The call for accountability extends to addressing whether Obwoya—a non-designated driver—should be permitted to operate official vehicles in the first place.
Despite pressure for immediate action, the Agago District Police Commander, SP Omar Kokole, stated he had only partial details of the accident and was awaiting a full investigation. “We are looking into the circumstances, but I cannot confirm anything at this stage,” he said.
Calls for Central Government Action
Another district councilor from one of the sub counties in Aruu North wants Rtd. Col.Fearless Obwoya to record statement from police headquarters in Naguru and he should personally repair the district vehicle. Some residents of Pajule who spoke tomour reporter are urging the Central Government to step in to ensure transparency. “This is not just a local matter—it reflects on how public funds are being managed nationwide,” the councilor added. Meanwhile, the Central Government has yet to issue an official response to the mounting demands.
As investigations continue, the incident underscores a broader debate on why the district chairman doeds not want to allow his official driver to drive him always causing a question of accountability, and the need for stricter oversight of public officials entrusted with taxpayer-funded resources.
