
Owona Joseph Expresses Confidence in Wiawer Councilor Win, Unveils Vibrant Development Agenda for Ethur and Abim District.

ABIM, UGANDA – February 3, 2026 – With the general election just a day away, Hon. Owona Joseph, the aspiring Wiawer parish councilor, has expressed unwavering confidence in his impending victory. In an exclusive interview, Owona outlined a comprehensive development blueprint for Ethur community and Abim District, underscoring his commitment to tangible progress and improved service delivery.

Being a popular resident of Abim New Corner in Wiawer parish, Owona’s campaign is anchored on a vision of transformative growth and enhanced service delivery for the people of Abim Town Council. One of his top priorities is to champion the elevation of Abim Town Council to municipality status, a move he believes will unlock greater development opportunities and resources for the rapidly expanding area.
“I am quite sure of the victory come February 4th,” Owona stated, exuding confidence. “My focus is on the future of Abim, and that starts with elevating its status to bring in more services and investment.”

Owona’s vision extends beyond the town council, with plans to collaborate closely with the elected Members of Parliament for Abim District. A key aspect of this partnership will be to advocate for the division of Labwor county into two separate administrative units, which he believes is essential for better service delivery.
“The division of Labwor county is essential for better service delivery,” Owona explained. “Our people deserve more focused and accessible government representation, and splitting the county is a logical step to achieve that.”
Social welfare is also a cornerstone of Owona’s platform, with a strong emphasis on programs benefiting women, orphans, and youth. He pledged to actively lobby for initiatives that ensure inclusive development, providing equal opportunities for every segment of the population to thrive.

On the local front, Owona vowed to tackle pressing issues affecting residents daily, including the fight against corruption, provision of clean and reliable water, and improvement of health services.
“The issue of corruption must be fought decisively,” Owona affirmed. “We must also see real improvements in our water infrastructure and health facilities. These are not luxuries; they are basic rights for the people of Abim.”
