RDC Milton Odongo Cracks Down on PDM, Emyooga Defaulters as Napak Recovers Sh300m

KANGOLE, NAPAK — April 10, 2026: The Resident District Commissioner (RDC) of Napak, Mr. Milton Odongo, has ordered the immediate arrest of all individuals defaulting on government revolving funds, warning that the “honeymoon is over” for those sabotaging poverty alleviation programs.
RDC Odongo issued the directive on Friday, April 10, 2026, during the official handover of Shs1.1m recovered from the Too Ekitela Cattle Traders, a Youth Livelihood Programme (YLP) group in Ngoleriet Sub-county. The funds were recovered from the group chairperson, who had reportedly diverted the money last year.
Transparency in Action
The recovered cash, which had been kept in safe police custody, was handed over to the Chief Administrative Officer (CAO), Mr. Robert Abia Owili, at the RDC’s office in Kangole Town Council.
Witnessed by the LCV Chairperson, Hon. John Paul Kodet, the District Internal Auditor, and representatives from the 403 Brigade in Matany, the money was immediately deposited into the Napak District Recovery Account at Centenary Bank, Moroto.
Recovering Public Funds
Mr. Odongo revealed that since the inception of the YLP in the 2014/15 financial year, the NRM government has injected Shs1.6b into 231 youth projects in Napak. However, only 16% (Shs303.9m) has been recovered to date.
“These are revolving funds meant to benefit other struggling Ugandans. We cannot allow a few individuals to sit on this money. Whether it is PDM, Emyooga, YLP, or UWEP, if you have taken the money, you must pay it back or face the law,” the RDC cautioned.
He commended the CAO and the LCV Chairperson for their teamwork in the relentless fight against corruption and the misuse of public resources.
Warning to Headteachers
Beyond financial recovery, the RDC turned his sights on the education sector, issuing a stern warning to headteachers who are defying government guidelines by overcharging school fees.
“We are receiving numerous complaints from parents about exorbitant fees, which are causing a high dropout rate and contributing to the problem of street children. Starting next week, we are launching an intensive monitoring exercise, beginning with Seed Schools, to address these illegal charges,” Mr. Odongo stated.
