KAMPALA — Capitalizing on his strategic prime-time national radio appearance, Agago County Member of Parliament, Hon. Barrister Edward Makmot Otto, has formally articulated the core pillars of his campaign for the Deputy Speakership of the 12th Parliament.
Framing his bid around national transformation, structural equity, and financial accountability, the elite international jurist declared that his campaign offers the legislative branch an immediate pathway toward maximum institutional integrity.
“With deep commitment to our nation, I announce my candidacy for Deputy Speaker,” Otto’s policy declaration stated. “I will enhance parliamentary oversight through continuity, efficiency, regional balancing, and equal participation in parliamentary transformation.”
The Anti-Corruption Mandate
Otto’s announcement arrives at a critical juncture when the NRM Central Executive Committee (CEC) has thrown the legislative race completely open to eliminate backroom political deals.
The Agago County legislator has seized this transparent window to plant his flag firmly on the side of accountability. He has pledged an uncompromising, zero-tolerance approach to public corruption and vowed to steer a results-oriented leadership structure that restores public trust in the floor of the House.
Barustee Otto’s ‘Maturity and Merit’ to the 11th parliament of Uganda:
Faced with a diverse and politically charged multi-party House, Otto told colleagues that his extensive professional training provides him with definitive institutional advantages.
“Maturity and my elite legal background are my automatic advantages,” Otto added.
As a certified Canadian Barrister, Solicitor, and Juris Doctor (JD) holder who previously managed complex disciplinary trials against ministers as Vice Chair of the Rules Committee, Otto maintains that his legal training guarantees completely impartial, legally sound management of plenary debates.
Championing Regional Equity:
Beyond his individual qualifications, Otto’s platform addresses a growing demand among backbench legislators for regional balancing.
His manifesto guarantees that all geographic sub-regions will be granted an equal voice in parliamentary plenry debate hence preventing the concentration of legislative influence. With the NRM Electoral Commission’s strict application deadline closing today, Hon Baruatee Makmot Otto’s comprehensive manifesto has firmly established him as a premier ideological heavyweight to trust ahead of Deputy speakership race 2026.
