RDC Bayole Stanley warns Kapchorwa health workers against misuse of GAVI motorcycles

KAPCHORWA,–The Resident District Commissioner (RDC) of Kapchorwa, Mr. Bayole Stanley, has warned health workers against misusing government property as he handed over four new Yamaha motorcycles donated by GAVI and the Ministry of Health to support immunization outreach.
The motorcycles bring GAVI’s total support to Kapchorwa to one double-cabin vehicle, 12 motorcycles, 10 backpacks, 10 raincoats and trousers, 20 umbrellas, 30 pairs of gumboots, and 50 pop-up tents. The equipment is intended to facilitate outreach and improve immunization coverage in the district.

While handing over the motorcycles on Tuesday, Mr. Bayole cautioned health workers against converting the assets to personal use or fighting over them.
“We have reports from some districts that these motorcycles disappear. You must be very vigilant,” he said. He noted that each Yamaha motorcycle costs about Shs25 million on the open market.
“If GAVI and the Ministry of Health can provide these expensive assets, you must work aggressively to ensure every child in Kapchorwa is immunized against preventable diseases like polio,” the RDC added.
Mr. Bayole also warned against absenteeism, saying government would not tolerate non-performance.
“People think it is only Hon. Balaam who moves to monitor programmes, but other government officials are also on the ground. It is inhuman to receive a salary for work you have not done,” he said, and promised strict supervision in all health facilities.

He singled out Kaserem Health Centre IV, citing persistent complaints that staff do not report to work on time. He directed the In-Charge to enforce daily attendance.
The Kapchorwa LCV Chairperson, Mr. Chelimo Vincent, who witnessed the handover, echoed the RDC’s warning and said the motorcycles must not be diverted from their intended purpose. He called for stronger cooperation between health workers and communities to improve service delivery.
