Napak RDC Milton Odongo , Orders Arrest of NRM Office Attendant (Sagal John) Over Sabotage and Extortion.

By Tayari News Uganda
Napak—–The Resident District Commissioner (RDC) of Napak, Mr. Milton Odongo, has on Monday 12th October 2026, directed the District Police Commander (DPC) SP Rackara Jolly Joe to arrest Agal John, the office attendant of NRM Napak District, over two serious allegations.
1. Sabotaging NRM Recruitment Process
Sagal John is accused of deliberately refusing to open the NRM district offices, denying competent applicants access to submit their applications for the position of NRM Administrative Secretary.
The position has been advertised countrywide and district executives are supposed to shortlist three(3) names — including at least one woman — to be submitted to Kampala for final decision. The closing date is 14th October 2026.

According to a reliable source in Napak, the move is deliberate by the incumbents to block competitors so that they can report failure to get a competent person and be retained.
As of now, only two people have applied and there is no single woman among them, yet many women have tried to apply but found offices locked.
2. Demanding Money From Applicants
The 70-year-old office attendant (Sagal John) is also accused of demanding money from applicants, claiming he has not been paid salary for the last one year and that whatever is coming is for his “lunch and soda.”
One of the victims, Joy Eryama, Chairperson NRM Iriiri Sub-county (0773150365), told our reporter that Sagal John rejected her application twice.
“On Friday I took my application, Sagal rejected and vowed never to receive it and demanded money from me. Again on Monday morning when I took back my application to NRM office, he refused,” Joy said.
She is now stranded with her application.
Following her complaint, RDC Milton Odongo swung into action and instructed the DPC to summon Sagal John for investigation.
When contacted at 4:35 PM, the DPC SP Jolly said they are already recording statements from witnesses so that Sagal John’s file is forwarded to the State Prosecutor for perusual. He is to be arraigned in court on charges of sabotaging a national government program and obtaining/demanding money by false pretense.
The NRM Administrative Secretary for Napak, William Logit (0782616192), was unavailable for comment as his known phone number could not be reached by press time.
One applicant who spoke on condition of anonymity blamed Logit for being behind the trick, using the office attendant. Many wonder why the NRM Admin who is supposed to be full-time is operating in an opaque manner from the corridor instead of being in office.
NRM Chairperson Reacts
Napak NRM Chairperson Mark Longole Guti, when interviewed on phone by Tayari News Uganda at 4:56 PM, said they are sorting the issue tomorrow.
“Someone must be behind the mess because how can you receive only two applicants when the deadline is on the 14th October 2026. I am taking a drastic step since Joy Eryama also reported to me the same complaint,” Longole said.
RDC Speaks Out
RDC Napak Milton Odongo confirmed the development and said he cannot tolerate such nonsense.
“That is not allowed and I cannot tolerate this nonsense. That is why I instructed the DPC Napak to arrest Sagal John to assist in further investigation,” Odongo said.
He appealed to the public to continue applying and in case the NRM office is closed, they should take applications to his office which will submit them to NRM Headquarters.
He has also ordered the entire NRM Executive to appear and ensure the office is opened so that the public can access NRM services without bias.
“I want transparency in the recruitment of NRM Administrative Secretary,” he emphasized.
