Panic as minister Balam may soon arrest DSC officials, HTs over PTA, PDM funds mismanagement and restocking funds.

NORTHERN UGANDA – The Minister for Local Government, Hon Balaam Barugahara, may arrest more headteachers and heads of departments in Acholi, Lango and West Nile sub-regions over alleged mismanagement of PTA, District road fund, cattle restocking Fund, District Service Commission (DSC) neopotism in recruitment and Parish Development Model (PDM) funds mismanagement at parish SACCO level.


Sources indicate that the move follows mounting complaints from parents and whistleblowers who accuse some headteachers of breaching government policy on PTA charges and extorting parents through illegal fees.
The minister is also reportedly informed about allegations of some senior district officials in Northern Uganda mismanaging road funds, manipulating Cattle restocking beneficiaries list, irregular recruitments by District Service Commissions and misuse of PDM funds by parish chiefs.
Residents have petitioned Minister Balaam Ateenyi to hold public barazas in districts including Lamwo, Lira City, Dokolo, Kitgum, Kwania, Amuru, Alebtong, Amolatar, Omoro, Agago, Abim, Kole, Otuke, Apac, Adjumani, Obongi, Arua, Lira District, Madi-Okollo, Koboko, Gulu,Pader and Moyo among others to listen to their grievances concerning alleged corruption.
Some parents accuse some headteachers of collecting cement, double boarding fees, latrine construction fees and other illegal charges, while others allege fraudulent recruitment of weak performing headteachers are noted in their district.
The minister has in recent months intensified operations against corruption in local governments with recent arrest and interdiction of government officials in districts like Masindi Kiryangdongo and Hoima
