LIRA, UGANDA – November 12, 2025 – In a significant display of unity and respect, the Lango Council of Owitong has adopted several key resolutions aimed at ensuring a peaceful, dignified, and legally compliant transition following the passing of Lango Paramount Chief Yosam Odur Ebii. Ambassador Dickson Ogwang Okul, head of the Atekere Pala Ocol Clan and a prominent Awitong, has lauded the council’s decisive actions taken during a special general assembly meeting held at the Lango Cultural Foundation (LCF) headquarters in Senior Quarters,Lira City East Division on Tuesday, November 11, 2025.
The resolutions, formally documented as Resolution No. 001/D11/2025, emphasize the importance of maintaining divinity, discipline, and calm among the Lango people, both within the region and in the diaspora, during this solemn period of mourning. The council has decreed that all members, organs, and structures of the Lango Cultural Foundation are bound to strictly adhere to and respect these legally binding resolutions.

A formal mourning period has been declared, commencing on November 11, 2025, and will continue until the official burial of the late Paramount Chief Yosam Odur Ebii. The council stressed that this resolution carries authoritative weight and remains final until superseded by a resolution from a duly constituted meeting of the Council of Owitong or until the enthronement of a new Won Nyaci of Lango, as stipulated in the LCF constitution.
A central tenet of the adopted resolutions is the unwavering commitment to the Lango Cultural Foundation constitution of 2017. The council unequivocally resolved that the process leading to the approval and subsequent enthronement of the new Won Nyaci of Lango shall strictly follow the prescribed procedures and timelines within the constitution. The meeting underscored that no individual or group possesses the mandate to usurp, manipulate, or preempt this constitutional process.

In line with the LCF constitution, specifically Article 8 clause (2), the council has established a Transition Authority. The Right Honourable Frederick Ogwal Oyee, the current Prime Minister of LCF, will lead the institution for a period not exceeding one year, during which the Electoral Commission of LCF will organize the election of the new paramount chief of Lango.
The Council of Owitong conveyed their “profound sadness” at the news of the death of His Highness Yosam Odur Ebii, which occurred on November 10, 2025, at Lira University Teaching Hospital. Ambassador Okul, speaking after the meeting, commended the council for their foresight and commitment to upholding traditional structures and legal frameworks during this sensitive time.
“The passing of our Paramount Chief is a moment of deep grief for all Lango people,” stated Ambassador Okul. “However, the decisive and unified stance taken by the Council of Owitong, emphasizing respect for our traditions and our constitution, provides a clear path forward. It is crucial now, more than ever, that we stand together in unity and ensure a send-off befitting our late leader, while also safeguarding the integrity of our cultural institutions for the future.”
The resolutions passed are expected to guide the Lango community through the mourning period and the subsequent electoral process, ensuring a stable and respectful transition of leadership.
