GULU CITY , UGANDA – November 22, 2025 – Hon. Topacho Judith Obina Okumu, an aspirant for the Woman Member of Parliament seat for Gulu City, today presented her comprehensive manifesto to a massive and fervent crowd gathered at Pece Cubu, laying out an ambitious vision for the city’s future.
