Agago Assistant RDC Bostify Orders Arrest of PDM SACCO Chair Over Embezzlement, Demands Refund of 1 million Ugx for a 85-year-old Victim.

AGAGO, UGANDA –November 29, 2025: The Assistant Resident District Commissioner (RDC) for Agago, Oweka John Bostify, has ordered the arrest of Olanya Charles, the Chairperson of Biwang Parish SACCO in Lira Kato Sub-county, over alleged embezzlement of funds from the government’s Parish Development Model (PDM).
Bostify has given Olanya a stringent two-week ultimatum to refund UGX 1 million (one million shillings) to 85-year-old Mzee Naputali Ogal, a beneficiary of the PDM program.
According to ARDC Bostify John Oweka, he personally spotted Olanya and orchestrated his arrest with the assistance of the police. However, Olanya was released on police bond pending deeper investigations into the matter.

The allegations against Olanya extend beyond Mzee Ogal’s case. He is also accused of illegally taking UGX 200,000 from another beneficiary, Alimo Christine. Furthermore, it is reported that Olanya ‘chopped’ UGX 150,000 from Akullu Julia’s disbursed PDM funds, reportedly under threat that he was responsible for her inclusion on the beneficiary list, implying he could remove her.
The Parish Development Model (PDM) is a government initiative aimed at eradicating poverty through increasing household incomes and improving the quality of life for Ugandans. The alleged actions of the SACCO chairperson are seen as a direct sabotage of these efforts.
In his concluding remarks to the community of Lira-kato Sub-county , Assistant RDC Bostify Oweka John urged the people of Lira Kato Sub-county to vote for H.E the President of the Republic of Uganda Gen.Yoweri Kaguta Museveni. He also reminded the members to prepare for NUSAF 4 , an initiative geared towards household development.
Bostify expects over 90 percent votes for H.E Gen Yoweri Museveni Kaguta in the forthcoming 2026 general elections.
