How Dewilos Fish Farm of Acayo Fiona and Owilo Felix of Lira city is Revolutionizing Aquaculture in Northern Uganda.The CEOs are ripping big by earning millions of Shillings from Tilapia and Catfish investment.

LIRA CITY WEST —April 4, 2026: In the heart of Amuca Ward, what started as a modest five-acre venture in 2019 has evolved into Northern Uganda’s best aquaculture hub. Dewilos Fish Farm, led by the 2023 Farmer of the Year, Ms. Fiona Acayo, and co-proprietor Mr. Felix Owilo, is now setting the gold standard for Tilapia and Catfish production in the Lango sub-region and beyond.
The farm now boasts an annual capacity of 800,000 fingerlings, whereby the facility is designed for intensive production, capable of raising Tilapia to a staggering 2kg in just nine months only.
Ms. Acayo’s rise to the top of the sector is built on a foundation of sustainability. To bypass the skyrocketing costs of commercial feeds, Dewilos has turned to nature, utilizing Black Soldier Fly larvae, Azolla plants, and piggery by-products.
“These organic alternatives are not just cost-effective; they are nutritionally superior to many factory-made feeds,” Ms. Acayo explains, noting that her vision is to unlock the region’s full economic potential through “green” farming.
However, the journey has not been without hurdles but tgere were fww challenges. In 2025, the farm faced scrutiny from the National Environment Management Authority (NEMA) regarding land use. In response, Mr. Owilo has spearheaded a massive reforestation drive, planting 1,900 teak trees and other species to protect the ecosystem. He has since invested millions of shillings to expand the workforce and launch community training initiatives.


Despite their private success, the duo believes the sector is punching below its weight due to a lack of structured. support.
Speaking during a recent visit to the facilityto Tayari news Uganda, Ms. Acayo issued a direct appeal to President Yoweri Museveni urging the government to implement urgent aquaculture reforms, specifically targeting the high cost of high-quality fish feed and providing better infrastructure for local farmers.
“We have the capacity to feed the nation and export, but we need a policy environment that supports sustainable growth,” she said.
As Dewilos continues to grow, it stands as a testament to what local investment and innovative ecological practices can achieve in Uganda’s burgeoning blue economy.
