MP Opio Acuti Rallies Lango’s Interests, Tasks Museveni on Akii-Bua Stadium and Hospital Funding.

KYANKWANZI, UGANDA — The Kole North County Member of Parliament, Dr. Samuel Opio Acuti, has earned significant praise across the Lango sub-region after delivering a bold, data-driven presentation before President Yoweri Kaguta Museveni at the ongoing NRM retreat in Kyankwanzi ( NALI).
During a high-level session on Wednesday, April 8, 2026, Dr. Samuel Opio Acuti took the floor to voice the frustrations of his constituents, specifically highlighting the exclusion of Lango from the upcoming AFCON 2027 hosting arrangements.
The Akii-Bua Stadium Dilemma and the issue surrounding major infrastructures such as roads, Gulu Airfiels upgrade among others was tabled straight away to H.E. the president bt tge Kole North MP.
Dr. Acuti informed the President that the people of Lango remain deeply dismayed that Akii-Bua Stadium will NOT be hosting the AFCON 2027, despite long-standing expectations. He noted that while other are receiving massive sports infrastructure investments, the stadium named after Uganda’s first Olympic gold medalist continues to be sidelined.
Turning to the health sector, the legislator questioned the criteria used for resource allocation. He pointed out that while billions of shillings are being channeled into upgrading Hoima Regional Referral Hospital, Lira Regional Referral Hospital has been left out of similar funding priorities.
“Lira Regional Referral Hospital has not received the requisite funding for upgrade,” Dr. Acuti told the President, calling for an immediate correction of the imbalance.
As far as oversight and accountability and issue of governance are concerned, the Kole North MP criticized the current oversight mechanisms, describing the discipline among some investigative officers as “uncalled for”. He noted that corruption within key government programs like Emyooga, the Parish Development Model (PDM), and the Road Fund often goes unpunished because investigative reports by IGG and some investigative body are rarely acted upon.
He particularly challenged the Inspectorate of Government (IG) and other investigative authorities to move beyond the mere transfer of Chief Administrative Officers (CAOs) when rot is discovered.
“Transferring a CAO is not enough. The President should take a keen interest in ensuring that heads of departments and other culprits face drastic legal steps including transfer. Accountability must extend to the very roots of the departmental heads,” he argued.

The week-long retreat continues, with legislators expected to finalize many resolutions on socio-economic transformation before the closing ceremony scheduled on the 15th April 2026.
