OBONGI: SH3B ITULA SEED SCHOOL PROJECT IN JEOPARDY AS RDC HASAKA THREATENS HALT

OBONGI,UGANDA: April 13, 2026: The Resident District Commissioner (RDC) of Obongi, Samuel Mpimbaza Hashaka, has warned that the Shs3 billion Itula Seed Secondary School project risks being halted due to “distressing” progress and substandard workmanship.
The warning follows an impromptu monitoring visit to the construction site in Legu Parish, Itula Sub-county, where district officials were shocked to find the project significantly behind its intended schedule.
Accompanied by the District Community Development Officer, Mr. Nyango Ernest, and Fadul Rashid from the Chief Administrative Officer’s (CAO) office, RDC Hashaka noted that the works stand at a mere 20% completion. Under the project timeline, the construction should have surpassed the 70% mark by now.
The project was handed over to Mukaaki Investments Ltd last year during a high-profile ground-breaking ceremony. The event was witnessed by Ministry of Education officials, Deputy CAO Job Tabu, and the District Secretary for Education and Health, Micheal Azubu. Eight months later, the site remains a far cry from the promised structures.
Quality Concerns
Beyond the delays, the monitoring team expressed grave dissatisfaction with the quality of the work being executed. The RDC indicated that the contractor’s persistent failure to adhere to technical instructions and non-compliance with established standards may leave the district with no choice but to suspend the works entirely.
“The lack of adherence to instructions is unacceptable. We cannot allow government funds to be wasted on poor craftsmanship,” a source from the monitoring team noted.
Contractor Silent
Efforts to reach Mukaaki Investments Ltd for a comment were futile, as the contractor failed to pick up repeated phone calls from the authorities to clarify the cause of the delays and the alleged defects in workmanship.
