MARACHA, UGANDA: minister of local Government Balaam Barugahara has raised concern over alleged fraud at Midria Primary School in Nyadri South Sub-county, Maracha East Constituency, after finding over 1,500 “ghost pupils” reportedly benefiting from government capitation grants.
The Minister made the discovery during a field visit on, accompanied by Maracha District Woman MP Hon. Jennifer Driwaru, Maracha County MP Hon. Uhuru Nelson, and Maracha East MP Hon. Tom Aliti.
“Accompanied by Maracha MPs, we visited Midria Primary School in Nyadri South Sub-county, where we found over 1,500 ghost pupils reportedly benefiting from government capitation grants,” Minister Balaam said.
He described the case as a serious accountability concern and vowed to take action.

“Government resources must reach genuine learners and serve the communities for which they are intended. We shall continue to expose corruption, strengthen accountability and protect public resources,” he said.
Capitation grants are government funds sent to schools based on pupil enrollment to cater for instructional materials, co-curricular activities, and school management.
The MPs who were on the visit pledged to work with the Ministry of Education and relevant authorities to ensure those responsible are held accountable and that real learners in Maracha are not denied services.
The Ministry of Education and Sports is yet to comment on the matter.
