Obongi Priest Asks Government to Set Minimum Standards for Chairperson LC1 and 2.

OBONGI, UGANDA –May 3, 2026 The Curate of St. Anthony of Padua Catholic Church in Obongi, Rev. Fr. Raphael Ayiga, has challenged the government to establish mandatory minimum standards for all Local Council I (LC1) Chairpersons across the country to improve service delivery at the grassroots.

While presiding over a high-profile Mass on Sunday, Fr. Ayiga argued that LC1 Chairpersons hold sensitive positions that act as the primary link between the state and its citizens. He noted that the nature of their work—handling security, land disputes, and administrative duties—demands a level of competence that is currently not standardized.

Call for Professionalism
“LCs hold very sensitive positions and perform duties that require minimum standards. I, therefore, advise the government to ensure that clear benchmarks are set for those occupying these offices,” Fr. Ayiga stated.

The call comes at a time when the government is increasingly relying on the LC system for the implementation of wealth creation programs such as the Parish Development Model (PDM).

Cleric Blasts Witchcraft
Turning his attention to social ills, Fr. Ayiga issued a stern warning to the residents of Obongi regarding the persistent practice of witchcraft. He described the vice as a senseless and dangerous practice that hinders spiritual and socio-economic progress.

“I speak openly about the evils in society. I am asking the people of Obongi to stop the use of witchcraft; it is dangerous and does not make any sense,” he said, urging the faithful to seek divine guidance instead of dark rituals.

The Mass was also attended by the Obongi Resident District Commissioner (RDC), Mr. Samuel Mpimbaza Hashaka. Clerics and government representatives often use such platforms to harmonize messages on security, leadership, and moral uprightness.
