KAMPALA, UGANDA : Independent political newcomer Hon. Joyce Makamoe Aayoo has officially assumed her seat in the 12th Parliament, bringing a fresh and fiercely focused legislative mandate for the vulnerable Abim District.
Benefiting from the alphabetical order of the morning roster, a confident Aayoo was the very first legislator to ascend the parliamentary steps today, Wednesday, May 13, 2026, at exactly 8:00 AM, to take the Oath of Allegiance and the Oath of a Member of Parliament.
Hon MP Aayoo’s transition into the August House marks a significant political realignment of Abim District within the Karamoja sub-region. Running as an Independent, she engineered a stunning electoral upset in the January polls, polling a decisive 16,240 votes to comfortably unseat the veteran National Resistance Movement (NRM) incumbent and former Chairperson of the Parliamentary Agriculture Committee, Janet Grace Akech Okori-Moe.
The change in leadership signals a growing appetite among Abim voters for more aggressive grassroots advocacy over entrenched party loyalty.
Emerging from the chambers, Aayoo did not mince words regarding her immediate legislative priorities. She enters Parliament carrying an explicit ultimatum from the people of Labwor: to aggressively lobby the central government for the immediate tarmac upgrading of the district’s impassable and neglected road networks , Health sector , Agriculture and peaceful Abim district with better education level.
“Our people are isolated from major markets and essential referral services due to broken infrastructure,” Aayoo stated shortly after receiving her instruments of office. “We are not coming to Kampala to warm the benches. We are here to demand that the Ministry of Works prioritizes Abim in the upcoming national budget. Setting Up the 2026–2031 Agenda is now a task ahead of her.
Accompanied by a tightly loaded delegation of family and some supporters, Aayoo was formally presented with the Constitution of the Republic of Uganda and the Parliamentary Rules of Procedure by the Clerk to Parliament, Adolf Mwesige.
Her swearing-in opens a historic double-header for Abim District today in Karamoja-region, preceding the inauguration of her colleague, Hon. Michael Ayepa of Labwor County whi also had a. Olourful swearibg in ceremony.
As the national spotlight remains firmly fixed on the unfolding Speakership race, individual district battles like Aayoo’s emphasize the urgent local service-delivery demands awaiting the 12th Parliament.
