KAMPALA, UGANDA— Jubilation and absolute political assurance have rocked Moroto County in Alebtong District as their newly elected Member of Parliament, Hon. Leo Elem, officially took his oath of office for the 12th Parliament on Thursday.
The grand entry of Elem into national politics has triggered strong predictions from both constituents and local political analysts, who boldly state that the legislator is highly likely to command the Moroto County constituency seat for at least the next ten years.

Elem’s legislative journey follows a historic and decisive electoral victory where he thoroughly dismantled his main opponent, formee MP Samuel Okwir Odwee. Hon MP Elem secured his parliamentary seat by sweeping over 80 percent of the total votes cast in the 2026 general elections in Moroto Counnty.
The overwhelming mandate was vividly reflected in Kampala, where passionate supporters from the sub-counties of Abia, Apala, Akura, and Aloi descended in large numbers to witness the political transition. They described the swearing-in as the dawn of a new chapter anchored on unity, inclusive leadership, and aggressive rural development.
Addressing the press and his delegation shortly after taking his solemn oath, Hon. Elem echoed a tone of reconciliation and rapid progress, pledging to serve all constituents equally regardless of past political affiliations.
“The foundation of our leadership will be absolute unity and service delivery. We are going to ensure that Moroto County is no longer left behind in the national development agenda,” Elem declared.
Among his key priorities for the 2026–2031 Term includes;
1: Infrastructure Network: Immediate lobbying for the construction, upgrading, and routine rehabilitation of critical feeder roads to improve transport networks and market connectivity across Alebtong District.
2: Education standard improvement: Elevating the academic standards of local schools by introducing motivational incentives for top-performing teachers and bursary schemes for exemplary learners.
3: Healthcare & Agriculture: Strengthening rural health center capacities and establishing structured agricultural supply chains to help local farmers secure reliable markets for their produce.
Excited residents who traveled from Alebtong to Kampala expressed deep confidence in Hon MP Elem’s work ethic. They noted that his development-first approach guarantees him a long tenure in parliament beyond 2031, provided he sustains the current momentum of lobbying for lucrative government programs and uniting tge district politically and creating wealth among the electorates.
