By Ambassador Dickson Ogwang Okul
KAMPALA, UGANDA — As the heavy red curtains rise on the 12th Parliament of Uganda, a fresh, historic dawn breaks across our nation. Our newly elected lawmakers have taken their solemn oaths of allegiance. They now assume seats of immense legislative responsibility.
To the gallant sons and daughters of the Lango sub-region who have ascended to the August House, I extend my most profound, joyful, and patriotic congratulations.
Your assumption of office represents far more than a personal or partisan triumph. It is a sacred trust. It is a solemn covenant bestowed upon you by the people of Lango and Uganda at large.
You carry the deep-seated aspirations of our rural homesteads. You carry the voices of our youth, and the burning hopes of generations that deserve progress, dignity, and economic prosperity.
While official duties did not allow me to physically toast with every single delegation across our sub-region, I sincerely associate with each of you. I stand shoulder-to-shoulder with you as a fellow leader, a son of the soil, and a servant of this great republic.

Aligning with the 2026–2031 National Agenda:
You enter this legislative cycle under the leadership of H.E. President Yoweri Kaguta Museveni. His inauguration on May 12 set a clear path. We must collectively rally behind the 2026–2031 National Agenda.
Our focus requires disciplined, highly focused, and visionary execution. We must propel Uganda decisively into a high middle-income economy. To achieve this, the Lango parliamentary caucus must anchor its legislative agenda on three non-negotiable priorities:
- Consolidate Strategic Gains: We must safeguard and expand the hard-earned benefits of peace, stability, road infrastructure, and social transformation achieved over recent decades.
- Drive Commercial Agriculture: We must aggressively champion agro-industrialization, value addition, and household wealth creation. This ensures Lango commands its rightful, prosperous position in Uganda’s macroeconomic advancement.
- An Uncompromising Fight Against Corruption: Corruption is a predatory vice. It steals critical public resources. It directly destroys the dreams and futures of our children. We must fight it without compromise.
The Power of One Mind:

Electoral contests belong to fleeting seasons. Service to our people is permanent. It transcends the brief lifecycle of political parties.
The historical strength of the Lango people has never resided in fragmented, isolated individual accomplishments. It thrives exclusively on collective purpose.
As our timeless local proverb wisely reminds us: “The strength of one single finger cannot lift a heavy grinding stone.”
Absolute unity remains our single greatest instrument for regional transformation. Let us deliberately work across district borders, party colors, and personal interests.
History will not judge our five-year tenure by the eloquence of the speeches we deliver on the parliamentary floor. It will judge us strictly by the quality of the lives we visibly transform in our communities.
May your legislative tenures be defined by deep wisdom, genuine humility, courage, and measurable service.
Congratulations once again to you all.
For God and My Country.
