KAMPALA, UGANDA — The newly elected Member of Parliament for Aruu North County, Hon. Ottober Wellborn Odiya, has officially been sworn-in and has joined the Uganda’s 12th Parliament, initiating a new political era for Pader District.
Dressed in a sharp suit, Hon. MP Odiya, took the oath of allegiance and the oath of a Member of Parliament, amid thunderous cheers from a select delegation of his supporters who traveled from Pader and the Acholi sub-region to witness his new world of national politics.


Odiya’s swearing-in follows a commanding electoral victory under the National Resistance Movement (NRM) banner. The former Pader District Council Speaker successfully shook off intense competition to score a massive 14,327 votes.
His performance left his closest rival, George Kibwota, trailing with 7,315 votes. The veteran incumbent legislator, Hon Santa Okot, finished a distant third with 4,578 votes, cementing a total NRM sweep across Pader district constituencies.
Ready to Deliver:
Speaking immediately after taking his oath, Odiya expressed gratitude to the voters of Aruu North and pledged to focus heavily on boosting local household incomes, improving health infrastructure, roada impeovement , education standarf improvement and advocating for the agricultural sector in the region.
“The time for politics is over; now is the time to deliver services to our people,” Odiya noted shortly after the parliamentary administration handed him the official instruments of office, including the Ugandan Constitution and the Parliamentary Rules of Procedure.
With his extensive background as Pader DLC speaker, political analysts view Odiya as a seasoned administrator well-positioned to navigate parliamentary legislative dynamics to the strategic advantage of his constituents and the people of Pader District.
Others are already lobbying for him to be appointed as a minister of state for Northern Uganda.
