Staff at Shs3bn Gopele Seed SS say district failed to put them on payroll.

Teachers at the newly opened Gopele Seed Secondary School in Gimara Sub-county, Obongi District, have threatened to lay down their tools over unpaid salary arrears dating back 10 months.
The teachers say the Ministry of Education and Sports deployed them in June 2025 and they reported for duty in July, but many have never accessed the government payroll. None have received their arrears.
Petition to Leaders
The aggrieved staff have petitioned the Ministry of Education and Sports, RDC Samuel Mpimbaza Hashaka, District Chairperson Haji Abibu Buga Kemis Awadi, and Chief Administrative Officer Humphrey Otim Benson.
They complain that Gopele Seed SS has no wage bill, making it impossible to process their salaries.
Broken Promises
This is not the first time the teachers have threatened to strike. Last term, teaching and non-teaching staff raised the same issue.
A team led by RDC Hashaka, ARDC Umuhoza Habiba Furaha, District Chairperson Haji Abibu, and CAO Otim Benson met them and persuaded them to return to class, promising to address the grievances.
“Three months later, nothing has been sorted,” one teacher said.
Headteacher Rejected Posting
The school’s woes deepened when the headteacher posted to Gopele SS declined to take up the job, citing Obongi as a “hard-to-reach district.”
The deputy headteacher was then appointed acting headteacher.
Shs3bn Investment at Risk
Government spent Shs3 billion to construct Gopele Seed Secondary School. The teachers now fear the investment could go to waste if staffing issues are not resolved.
The staff want the Ministry and district to urgently process their payroll access and clear all arrears to avoid disruption of learning.
Efforts to get a comment from the district leadership were still ongoing by press time.
