Napak CAO Robert Abia Owilli warns head teachers over illegal school charges.

NAPAK — The Napak District Chief Administrative Officer (CAO), Mr Robert Abia Owilli, has warned head teachers of government-aided schools against illegal charges and unauthorized collection of funds from learners and parents.
In a letter dated September 17, 2026, addressed to all head teachers of government-aided primary, secondary and tertiary institutions in the district, Mr Owilli said the warning follows community engagement meetings where members of the public complained about extortion in schools.
He listed the illegal charges as PTA contributions, development fees, examination fees, remedial lesson fees, registration fees, boarding fees, cement and other items.
Mr Owilli cited Section 9 (1-3) of the Education Act, which provides for free education and prohibits schools from charging learners fees except where authority is granted in accordance with existing laws.
“In view of the above, all head teachers are directed to desist from unauthorized charges contrary to the Government of Uganda policy and laws, and non-compliance will attract punitive disciplinary action,” the letter reads in part.
He also directed the District Education Officer (DEO) to oversee the directive, supervise compliance and report accordingly.
The letter was copied to the District Chairperson, Resident District Commissioner, District Internal Security Officer, DEO, chairpersons of Boards of Governors and School Management Committees, and the Principal Internal Auditor.
The warning comes at a time when government has intensified its crackdown on illegal school charges including PTA charges among others that have been reported in many districts across the country.
