Minister Sam Engola Rallies Donors to Fund Early Disaster Action

Entebbe–The Government has called on development partners to finance anticipatory action as Uganda seeks to shift from responding after disasters to acting before they strike.
The Minister for Relief, Disaster Preparedness and Refugees, Hon. Sam Engola, made the appeal on Friday morning while opening the Uganda Anticipatory Action Donor Conference in Entebbe. 9438
The conference brought together development partners, the UN system, the World Food Programme (WFP), embassies and other stakeholders to support Uganda’s disaster preparedness efforts.
Engola said Uganda faces growing risks from floods, landslides, drought and food insecurity, worsened by climate change.
“As we all know, disasters are inevitable… The question is not whether these events will occur, but whether we are adequately prepared to respond before they become humanitarian crises,” he said.
Key progress highlighted at the Imperial Resort Beach Hotel, Entebbe includes the launch of the Uganda Roadmap for Anticipatory Action 2026–2031, the Multi-Hazard Integrated Early Warning System (U-MHIEWS), and the National Anticipatory Action Dialogue Platform.
The Roadmap seeks to institutionalise anticipatory action by enabling government and partners to act on early warning information before disasters escalate, while the U-MHIEWS provides an automated platform for monitoring multiple hazards and issuing timely warnings. 9438
“Our priority now is implementation,” Engola said, calling upon partners to support anticipatory financing, early warning systems, locally led action and capacity strengthening.
The conference is expected to mobilize commitments to reduce humanitarian costs and protect lives and livelihoods.
