LIRA CITY, UGANDA – November 24, 2025 – As the race for the Lira City West Division mayoral seat intensifies ahead of the 2026 general elections, candidate Hon. Ebong Emmanuel Opeto, representing the Uganda Peoples Congress (UPC), has centered his campaign on themes of foundational integrity, proven competence, and deep community understanding.
