ABIM, UGANDA – 3, February 2026: Hon. Owona Joseph, a candidate for the Wiawer parish councilor seat in the Abim urban council, has expressed strong confidence in his victory ahead of the February 4, 2026, general election. In an interview on February 3, 2026, Owona outlined a comprehensive development agenda for the area as well as for Ethur community, should he be elected on the 4th February 2026
Owona, a resident of Abim New Corner in Wiawer parish, said his campaign is built on a foundation of tangible progress and improved service delivery for the people of Abim Town Council.
Among his top priorities is a push for Abim Town Council to be granted municipality status, a move he believes would unlock greater development opportunities and resources for the rapidly growing area.


“I am quite sure of the victory come February 4th,” Owona stated. “My focus is on the future of Abim, and that starts with elevating its status to bring in more services and investment.”
Expanding his vision beyond the town council, Owona pledged to work closely with the elected Members of Parliament for Abim District. A key part of this collaboration would be to advocate for the division of Labwor county into two separate administrative units.
“The division of Labwor county is essential for better service delivery. Our people deserve more focused and accessible government representation, and splitting the county is a logical step to achieve that,” he explained.
Owona’s platform also places a strong emphasis on social welfare. He promised to actively lobby for programs that benefit women, orphans, and youth, ensuring that development is inclusive and that every segment of the population has an equal opportunity to thrive.
On the local front, the candidate vowed to tackle critical issues affecting residents daily. He identified the fight against corruption, the provision of clean and reliable water, and the improvement of health services as cornerstones of his intended leadership.

“The issue of corruption must be fought decisively. We must also see real improvements in our water infrastructure and health facilities. These are not luxuries; they are basic rights for the people of Abim,” Owona affirmed.
As the election date approaches, Owona Joseph is reaching out to the voters of Wiawer parish with a message of confident, forward-looking leadership, promising to be a vocal and effective representative in the Abim urban council.
