Lira City Woman MP Meets LDC Management Over Closure of LDC Lira Branch.
Kampala,Uganda – April 07, 2026: The Lira City Woman MP who doubles as the Minister of Health, Hon Dr Jane Ruth Aceng Ocero met the TOP Management of Law Development Center in Kampala!!

The meeting followed an outcry by people of Lango and Northern Uvanda about the alleged closure of LDC ( Law Development Center) Lira branch.
The Meeting which was attended by the Director LDC Dr. Pamela Kalyegira, MR. McKay Robert and the Secretary highlighted various challenges affecting the center notably;
- Low student enrollment
- Few qualified teaching staff based at Lira branch
- Lack of basic amenities for BAR COURSE TRAINING
- And failure by Parliament to allocate funds for construction of LDC Lira Campus despite the fact that Lira University had initially offered five acres of land for construction of LDC Lira on condition that it would be constructed within the past five years ( 2021-2025)
On her Part, Hon Dr Jane Aceng Ocero expressed the discomfort and displeasure of the People of Lango and Northern UGANDA as a whole on the planned closure of the training center. This center serves Lango, Acholi, West Nile and Karamoja.. closing it, is a big disadvantage to the people of the Greater North and we feel it’s discriminatory, Dr. Aceng Ocero remarked during the meeting.

While clarifying about the alleged closure, Dr Pamela informed the meeting that, there is nothing like closure of Lira LDC, they are simply withdrawing to allow for restrategizing, proper planning and resource mobilization inorder to establish a more solid center in Lira University !!
The Leadership of LDC called on Dr Jane Aceng Ocero and other leaders from Lango to negotiate with the University so that there is extension on the land offer from the previous 5 years to a longer term. We should also encourage students from Northern Uganda to apply and study from the center which has very low enrollment with only 96 students currently studying from the Center.
The management also called on Members of parliament to lobby and mobilize at least UGX 40Billion to facilitate the construction of LDC Lira Center.
The Lira City woman MP promised to engage the Management of Lira University so that they can avail land for construction of LDC Lira Center and also rally parliament to provide the 40 Billion shillings which the center badly needs to start construction in Lira.
She encouraged the LDC administration to do all it takes to ensure the Lira branch continues operating as we rally together to ensure its viability.
