POLICE SHAKE-UP: IGP Byakagaba Overhauls North Kyoga Leadership

In a move seen as a strategic realignment of the force’s top brass in Uganda, the Inspector General of Police (IGP) Abbas Byakagaba has ordered a sweeping reshuffle of gazetted officers within the North Kyoga Region and other parts of Uganda.
The transfer and appointment orders, signed on April 14, 2026, have sent shockwaves through various departments, ranging from Criminal Investigations (CID) and Traffic to the force’s technical wings.
The Big Moves
At the heart of the changes is the confirmation of SP Daniel Karter Mugisa as the substantive Regional CID (R/CID) for North Kyoga. Mugisa, who has been serving in an acting capacity, takes the reins from D/SSP Daniel Batte, who has been dispatched to the Kiira Region to head their investigations desk.
In Lira City, the investigative machinery has been bolstered with D/ASP Allan Ayebazibwe taking over as the CID boss for the East Division, while D/ASP Godfrey Munyerero moves to Lira City Central. Meanwhile, D/ASP Amos Alitia bids farewell to the region as he heads to West Nile.
Welfare and Logistics
The force’s welfare wing also saw changes, with SSP Peter Twala arriving from the Human Resource Administration (HRA) to manage the Duty-Free Shop and Supermarket in Lira. He replaces SP Pius Okalany, who has been moved to the Nsambya headquarters.
On the road safety front, ASP Alex Asiimwe has been posted to Otuke as the new District Traffic Officer, taking over from ASP Miriam Akello, who is headed to the Kyankwanzi “ideological” district.
Technical Overhaul
The digital and mechanical wings were not spared. SP Peter Musega joins North Kyoga from Kidepo as the Regional ICT Officer, swapping places with SP Nicholas Baguma. On the logistics side, ASP Ismail Twinamasiko arrives from the Kampala Metropolitan (KMP) North to serve as the Regional Mechanical Transport Officer (MTO).
The North Kyoga Regional Police Spokesperson, SP Patrick Jimmy Okema, expressed gratitude to the outgoing officers for their sweat and toil in keeping the region safe.
“We thank our outgoing colleagues for the good work they exhibited in North Kyoga. We also warmly welcome the new team and urge them to join us in the relentless fight against crime,” SP Okema noted.
As the new officers unpack their bags in Lira and surrounding districts, the public expects a fresh momentum in policing and a more aggressive crackdown on criminal elements in the North Kyoga-region.
