KAMPALA, UGANDA– June 2, 2026—First-time Member of Parliament Otim Odoc has declared interest in the powerful seat of General Secretary of the NRM Parliamentary Caucus, setting up a fresh contest in the ruling party’s ranks.
Otim, who joined the 12th Parliament after the January 2026 elections, is banking on what supporters call his “energy, loyalty, and clean record” to clinch the influential position that shapes the caucus agenda and discipline.
“A Party Man Through and Through via ONC”
Supporters describe Otim as an energetic and loyal party man whose rapid rise reflects both personal ambition and the party’s merit-based leadership culture.

“He has been with the party in good and bad times. His commitment is not in doubt,” said one NRM MP who asked not to be named because formal campaigns have not started.
The NRM Parliamentary Caucus General Secretary plays a key role in mobilising MPs, coordinating with the Party Secretariat, and driving the NRM legislative agenda in the House. The seat became vacant ahead of the new Parliament.
Otim Odoc: a youngblood and Youthful Wave in NRM:
Maruzi MP Bernard Otim’s bid adds to a growing wave of young, first-term MPs seeking top roles in the party and Parliament. Over 350 newly elected NRM MPs, plus more than 40 Independent but party-leaning legislators, are attending the ongoing induction retreat at the National Leadership Institute, Kyankwanzi.
Party officials say the retreat focuses on ideology, governance, and the legislative role of Parliament. The caucus is expected to elect its new leadership before the 12th Parliament fully settles in.
Otim had not officially launched his campaign by press time, but his allies say consultations are underway and is expected to win massively.
