Ambassador Otengo and RDC Okiswa Rallies Alebtong Youth to Defend NRM Gains and Demand Accountability
ALEBTONG,UGANDA – November 27, 2025: Alebtong District witnessed a week of crucial administrative review and high-level political guidance, culminating in a powerful call for accountability and patriotism directed at the new District Youth Council.

H.E. Rebecca Otengo, Uganda’s Ambassador to Ethiopia, and the vibrant Alebtong RDC Okiswa Geoffrey, presided over the District Youth Council handover ceremony, strongly urging youth leaders to protect the stability and gains secured under the current government and to proactively engage in ethical leadership.
Ambassador Amuge Otengo emphasized that the youth must demonstrate good behavior, respect, trust, and patriotism. She challenged the incoming leaders to look to successful predecessors, citing examples such as GCW Denis Hamson Obua, Chairperson LC 5 DK Odong, and herself, as models to emulate.
Crucially, H.E. Otengo stressed the political imperative for continuity, advising the youth to “vote wisely H.E. the President YK Museveni for peace and protection of other gains like youth representation up to Parliament.”
The Call for Strict accountability was key by both the RDC and the amassador.
The handover ceremony was convened by Alebtong District RDC Geoffrey Okiswa, who reinforced the message of active citizenship.
Inviting the Ambassador to address the gathering, RDC Okiswa specifically urged the youth leaders to protect the Nation Resistance Movement’s (NRM) achievements in critical sectors, including:

Education
Health
Poverty reduction
Unemployment initiatives
Addressing Marginalization
RDC Okiswa concluded his address with a sharp reminder for the youth to hold their elected officials rigorously accountable, asserting the principle: “Nothing for us without us.”
The high-profile ceremony was attended by numerous leaders, including RDC Emeritus Abdul George, the Chairperson LC 5, the Chief Administrative Officer (CAO), and ARDC Ongom Lameck, among others.
District Technical staff were Urged to Improve Data Management.
Parallel to the political engagement, the Alebtong District leadership also addressed core administrative challenges identified during a recent performance evaluation.
RDC Geoffrey Okiswa earlier presided over the exit meeting of the 2024/2025 Performance Assessment, conducted courtesy of the Office of the Prime Minister (OPM).
The OPM Assessors provided a critical review, specifically urging the technical staff of Alebtong District to make significant and immediate improvements regarding their Data Management and Reporting Systems. The findings highlight the need for enhanced administrative efficiency to ensure accurate service delivery tracking moving forward.
