Dr. Jane Ruth Aceng Ocero Lays Out her Vision for Lira City’s Future, Receives Enthusiastic Welcome.

LIRA CITY , UGANDA – November 27, 2025 : Hon.Dr. Jane Ruth Aceng Ocero, a prominent figure eyeing the Woman Member of Parliament seat for Lira City in the 2026-2031 term, received a warm and enthusiastic welcome in Adekokwok and Angwetangwet as she officially kicked off her engagement with the electorate. Emphasizing a “clear agenda” and a “means business” approach, Dr. Aceng unveiled a comprehensive development plan aimed at transforming Lira City through “Progress In Action.”
Her detailed roadmap, presented to eager residents, addresses key areas vital for the city’s growth, ranging from economic empowerment and infrastructure development to education and healthcare.
Boosting Economy and Job Creation: At the core of Dr. Aceng’s vision is a robust strategy for economic and job creation. She pledged to advocate for the swift completion of stalled projects like the Akiibua Stadium and Anai Airport, which are expected to generate significant employment opportunities. Furthermore, she committed to developing essential infrastructure (roads, electricity, water) at the Aler Industrial Park to attract vital investors to the region.

On the wealth creation front, Dr. Aceng plans to attract more Parish Development Model (PDM) funds and sensitize beneficiaries on their effective utilization. She also intends to popularize the impactful 4-Acre Model for household income growth and support Youth SACCOs with much-needed funding. A critical promise includes following up with the President on the pledge to increase PDM funds from UGX 100 million to UGX 200 million per parish.
Agriculture and Mechanization: Recognizing agriculture as the backbone of many livelihoods, Dr. Aceng is set to lobby for the expansion of irrigation schemes and the provision of tractors to mechanize farming practices, enhancing productivity and food security.
Youth Skilling Initiatives: For the youth, the aspirant MP outlined plans to lobby for the expansion of the Presidential Skilling Hub in Barapwoo. This expansion would include increasing intake, diversifying courses offered, and crucially, providing start-up capital for graduates to foster entrepreneurship.
Transforming Education: Education features prominently in her agenda. Dr. Aceng will advocate for totally free Universal Primary Education (UPE) and Universal Secondary Education (USE) for all children. She also plans to push for the establishment of one primary school per parish and one secondary school per subcounty, noting that construction has already been approved for schools in Alwak and Arumgai, with more to follow. Enhancing Lira University’s offerings by increasing the number of courses and advocating for salary harmonization between science and humanities teachers are also on her list.

As a seasoned health professional, Dr. Aceng’s health agenda is ambitious. She plans to establish specialized institutes for Heart, Cancer, and Orthopaedics. A dedicated Maternal and Child Health (MCH) Complex, with one floor specifically for children with Sickle Cell disease, is also a key proposal. She committed to following up on the approval of a National Medical Insurance Policy with the President. Improving connectivity, Dr. Aceng will advocate for the expansion of tarmac coverage under USMID projects. In terms of electrification, she highlighted that all unserved areas have been surveyed and pole requirements identified. She pledged to follow up with the Ministry of Energy to ensure these areas are connected to the national grid, noting that funds for this electrification have already been secured.
