LIRA VISIT: Police Issue Strict Security Guidelines Ahead of Museveni Arrival

LIRA: Security agencies in North Kyoga have rolled out a comprehensive protection plan ahead of President Yoweri Museveni’s visit to Lira City this Saturday, April 18, 2026.
The President is visiting at the invitation of the Director General of the External Security Organization (ESO), Ambassador Joseph Ocwet, for a function scheduled at the Lango College playground.
In a press statement issued by the North Kyoga Regional Police Spokesperson, SP Patrick Jimmy Okema, the police confirmed that a joint force comprising the UPDF, Uganda Prisons Service, and intelligence organs has been deployed to oversee the event.
“Comprehensive security arrangements are in place to ensure the safety of all attendees before, during, and after the event. We have well-coordinated operational orders and deployment plans,” Okema stated.
Security Protocols
Members of the public attending the event will be required to undergo mandatory screening through walk-through metal detectors. Police have also warned of intensified foot and motorized patrols in crime-prone areas, supported by 24-hour surveillance from the CCTV Command Centre.
Public Vigilance
SP Okema urged the public to remain alert to potential threats such as terrorism, robbery, and theft, which often spike during large gatherings. He also cautioned against alcohol and drug abuse during the celebrations.
Traffic Management
With a massive influx of people expected from across the Lango sub-region, motorists have been advised to expect traffic congestion.
“All road users are strongly advised to plan their journeys in advance and strictly adhere to traffic regulations to avoid accidents,” the statement added.
The police reiterated that “security is a shared responsibility” and called upon citizens to report any suspicious persons or items to the nearest officer immediately.
