In a stunning display of grassroots leadership, Obongi District has emerged as the best-performing local government in the West Nile region, taking number one (1) position in West Nile and the 11th position out of over 170 districts nationwide respectively.
The achievement is being credited to the Resident District Commissioner (RDC), Samuel Mpimbaza Hasaka, and the Chief Administrative Officer (CAO), Humphrey Benson Otom. The duo has been praised for their aggressive fight against corruption and frequent monitoring of government projects in the district.
Despite his official vehicle being grounded, RDC Hasaka has become a local sensation for using Boda Bodas to reach project sites. His “no-nonsense” approach to service delivery has ensured that government programs reach the intended beneficiaries.
“This performance is a result of Hasaka’s hardwork and strict adherence to government policy. “I ensured that every government project in Obongi dostrict ia accorded official ground breaking and commissionong done with several string attached tk tge NOQ and quality of the work,” Hasaka said.
The national rankings have sparked a heated debate in the West Nile sub-region. While Obongi number one in west Nike region and nu.ber eleven (11th) and Arua City (16th) performed exceptionally well, where as other districts struggled. Arua District came in at 50th ranking position, while Moyo District trailed at a disappointing 131st position.
The data reveals a massive gap in service delivery across West Nile however CAO Benson Otim and The RDC did a tremendous work in district cauding state house anti corruption unit led by Brig.Isoke to bring to book some of the suspected corrupt Obongi district officials to book.

What to know so far:

  • Obongi: 11 nationwide and top in West Nile.
  • Arua City: 16
  • Koboko: 57
  • Adjumani: 79
  • Moyo: 131

Analysts believe Obongi’s success is a direct result of transparency and the RDC’s refusal to tolerate shoddy work. The district has consistently ensured value for money in all its projects, ranging from education to healthcare infrastructure.
The ranking serves as a wake-up call for leaders in poorly performing districts to prioritize accountability over rhetoric. For the people of Obongi, however, it is a moment of pride as their district sets the standard through RDC Hasaka and active perfirming CAO  Benson Hu.prey Otim for excellence in West Nile and Northern Uganda as a whole.
