Napak, Uganda–June 25, 2026: Napak Resident District Commissioner Milton Odongo has outlined government achievements in the district during a community baraza in Lotome Sub-county.
Odongo addressed residents of Lotome, Bokora East, on Tuesday 23rd, June 2026, while popularizing Government of Uganda service delivery programmes.
He said Napak benefited from a shs6.9b soft loan under the Italian-Government of Uganda Karamoja Integrated Development Programme [KIDP II].
Health upgrades:
The funds were used to upgrade Iriri Health Centre III to Health Centre IV and Apeitolim Health Centre II to Health Centre III. Two new Health Centre IIIs were also built at Poron and Kalochelel in Lorengecora Sub-county.
Education projects
Odongo said NRM rehabilitated Moroto Technical School in Nawikoro, Ngoleriet Sub-county, at shs11.9b under a loan from the Islamic Development Bank.
Three new seed secondary schools were completed under the Uganda Intergovernmental Fiscal Transfers World Bank project: Iriri Seed School at shs3.17b, Lopeei Seed School at shs2.89b, and Napak Seed School at shs2.3b.
Youth and wealth creation
He said over 500 youth have been trained in various skills and received shs50m start-up capital through their SACCO under the Presidential Industrial Hub.
On poverty reduction, shs1.003b was disbursed to 3,003 individuals through SACCOs and shs20.496b to 2,710 Parish Development Model [PDM] beneficiaries.
RDC Odongo warned that PDM funds are revolving and must be repaid to benefit other poor households on the waiting list.
“Those misinterpreting PDM as ‘Personal Drinking Money’ and sabotaging the programme will be arrested,” he said.
